So far, the two Mediators have had three meetings with each of the Three Groups – the Ukrainian Refugees, the Yemeni Refugees and the UK Citizens. Tensions have been defused a little + the Ukrainian + Yemeni three men teams now understand the jealousies felt by UK Citizens about housing list queue-jumping + preferential treatment. There is some racism but the Mediators know they have to have a plan for the people in each of the Groups, otherwise, all will fail. The Head Teacher Mediator volunteers to focus on this issue and the Three Groups.
The Funding Issue is making progress. The Five Entrepreneurs see the advantage in being seen to Support Hedgewood. They each contribute £4m, making a total of £20m which increases to £40m with the Government’s £ for £ support. This is momentum but £90m is needed for the extra accommodation; two schools and parks. The retired Councillor goes to work and begins to squeeze flesh – in Hedgewood and Whitehall. He also thinks about appropriate public recognition that will massage the egos of the Five Entrepreneurs.
There is a problem, however, with the Police who inform you that there are known agitators masquerading as refugees among the Ukrainian + Yemeni refugees. The Police are tracking 12 people in particular – two of whom sit on the three-man committee of the Yemenis and the Ukrainians. To Act Or Not To Act. The Mediators sense of precipitate action by the Police will undermine the growing warmness between the two groups. You speak to the Chief Constable who agrees to wait and track the 12 rather than jeopardise the Hedgewood Initiative by immediate intervention and arrests.
And then some potentially good news. Local Citizens have identified a large number of empty residential properties all owned by Russian Oligarchs. The Mediators build on their improving status with Government and Whitehall to facilitate the seizure of the empty properties which can be speedily refurbished with funds from the Five Entrepreneurs and Government. The properties will provide 275 bedrooms.
